Victoria University receives Letter of Approval from UGC for Delhi NCR Campus

The milestone was announced during Indian Prime Minister Narendra Modi’s visit to Australia

National | 10 July 2026: Victoria University (VU) Delhi NCR has received Letter of Approval from the University  Grants Commission (UGC) under the Ministry of Education, Government of India, paving the way for the  establishment of the India campus.

As part of Hon. Prime Minister of India Narendra Modi’s visit to Australia for the Third Australia–India Annual  Summit in Melbourne, Hon. Prime Minister of Australia Anthony Albanese joined Prime Minister Modi in  welcoming the issuance of the Letter of Approval (LoA) to Victoria University to operationalise its campus in  Gurugram. His Excellency Mr. Nagesh Singh, High Commissioner of India to Australia, formally presented the  Letter of Approval to The Hon. Steve Bracks, Chancellor of Victoria University, and Professor Adam Shoemaker,  Vice-Chancellor of Victoria University, enabling the University to commence teaching in India.

The approval marks a significant milestone in Victoria University’s India journey and reflects the continued  implementation of India’s National Education Policy (NEP) 2020, which seeks to expand access to globally  benchmarked higher education while positioning India as an international education destination. With this  approval, Victoria University joins a select group of leading international universities approved by the UGC to  establish campuses in India.

Located in Gurugram, Delhi NCR, the campus will offer undergraduate and postgraduate programmes in high demand disciplines including Business, Data Science, Information Technology, Cyber Security, MBA (Global) and  Master of Applied Information Technology. Students will graduate with a recognised Australian qualification.

Professor Karen Dodd, Pro Vice-Chancellor, Victoria University India, said: “Receiving the Letter of Approval  brings us one step closer to welcoming our first cohort of students at Victoria University India. It allows us to  introduce an education model built around student success, innovation and close engagement with industry. At the  heart of this is the VU Block Model®, which encourages students to immerse themselves in one subject at a time  through collaborative, interactive learning. We look forward to creating a campus where students feel supported to  explore new ideas, develop practical skills and graduate ready to succeed in an increasingly global workplace.”

Abhishek Sharma, Chief Operating Officer, Victoria University India, said: “Today’s approval marks the  beginning of an exciting new chapter for Victoria University India as we prepare to welcome our first students this  August. Over the past several months, our focus has been on building a campus that reflects Victoria University’s  academic standards while responding to the aspirations of students in India. From world-class learning spaces and  student support services to industry engagement and career development, every aspect of the campus has been  designed to deliver a seamless Australian university experience in India. We are excited to welcome our inaugural  cohort and begin this journey with them.”

A defining feature of the Delhi NCR campus will be the award-winning VU Block Model®, under which students study one subject at a time through intensive learning blocks supported by smaller classes and continuous  assessment. Developed and refined in Australia, the model has been shown to improve student engagement,  academic progression and employability by enabling learners to focus deeply on one subject at a time.

Beyond the classroom, students will have access to Victoria University’s Global Mobility Program, offering  pathways for semester exchange, undergraduate transfer and postgraduate progression at the University’s  Melbourne campuses. Eligible students can also benefit from the VU Block Model® India Scholarship, providing  merit-based scholarships of up to ₹3 lakh per year throughout their programme.

With a 110-year legacy and a global community of nearly 52,000 students, Victoria University is ranked among  the world’s top 3% of universities. The Delhi NCR campus builds on this legacy by strengthening academic,  research and industry collaboration between Australia and India while expanding access to internationally  recognised, industry-focused education.
