Blue Cloud Softech Solutions Signs Strategic Memorandum of Agreement with GCIB for Africa and Afro Mobile SARL for Telecommunications and Digital Infrastructure Development Across Africa

Hyderabad, India – 20 August 2026. Blue Cloud Softech Solutions Limited (NSE: BLUECLOUDS; BSE: 539607) (“Blue Cloud” or “BCSSL”), an AI-first technology company, today announced the signing of a Memorandum of Agreement with the Global Council for Investment and Business for Africa (GCIB) and Afro Mobile SARL, a telecommunications and digital infrastructure company incorporated in the Republic of Côte d’Ivoire.

Under the Memorandum of Agreement, dated 7th August 2026 and fully executed on 19th August 2026, the three parties have established a strategic partnership framework for the identification, structuring, financing, development, implementation and operation of telecommunications and digital infrastructure initiatives across Africa. The framework covers national fibre-optic backbone networks, 4G/5G mobile network infrastructure, international connectivity including submarine cable landing stations and internet exchange points, telecommunications towers and passive infrastructure, digital public infrastructure — including digital identity, national interoperability, e-government and digital payment platforms — and satellite connectivity, including VSAT and Low Earth Orbit (LEO) services for remote-area and emergency communications.

Within the partnership, BCSSL will act as the Lead Technology and Digital Transformation Partner, responsible for technology solution design and deployment, platform architecture, systems integration and technology transfer, and will lead the technical coordination, financial structuring and financing coordination of projects developed under the framework. GCIB will act as the Strategic Development and Investment Partner, leading government and institutional engagement and the mobilisation of international investors and financing partners. Afro Mobile will act as the Telecommunications and Digital Infrastructure Partner, facilitating sector engagement, relationships with operators and regulators, local partnerships and capacity building.

The parties intend to develop projects around sustainable commercial models generating recurring revenues, with project-specific structures — including Special Purpose Vehicles, joint ventures and consortium arrangements — to be established for individual initiatives, and a Joint Steering Committee to provide governance across the partnership.

The Memorandum of Agreement establishes a cooperation framework for an initial term of five years. Specific projects, investments and commercial arrangements under the framework will be undertaken through separate project-specific agreements, which will be announced as and when concluded in accordance with applicable disclosure requirements.
